The Department of Information and Communications Technology (ICT) is pleased to announce that IT Officer/Technician, Miss Kenechia De Guire, has successfully completed a specialized workshop on Preventing Cybercrime and Artificial Intelligence Literacy in Taipei, Taiwan.

The workshop, which took place from March 24 to April 2, 2026, was hosted by the Taiwan International Cooperation and Development Fund (TaiwanICDF). The program focused on equipping participants with the knowledge and tools necessary to address emerging cyber threats and to better understand the role of artificial intelligence in modern digital environments.

Miss De Guire said, “The cybercrime training was a real eye-opener for me. I not only experienced how these activities occur in Taiwan but also learned from other participants as they shared the cybercrime issues in their countries and how they are addressed. Now that I have the experienced this, I am willing and excited to share the knowledge with my department to help make our country a safer, more reliable and better place.”

The closing ceremony was attended by St. Kitts and Nevis’ Resident Ambassador to Taiwan, His Excellency Donya L. Francis, along with Executive Assistant Alice Huang. Their presence underscored the importance of international collaboration in strengthening national capacity in cybersecurity and digital innovation.

The Department of ICT commends Miss De Guire on this achievement and is confident that the skills and insights gained will contribute significantly to enhancing cybersecurity awareness and AI literacy within St. Kitts and Nevis.

During the visit, Ambassador Francis also engaged with students at National Taiwan University as a guest lecturer for the course “Global Competence with Internationalization at Home.” The lecture, which highlighted the diplomacy and culture of St. Kitts and Nevis, was well received, with students expressing enthusiasm and appreciation for the opportunity to learn more about the Federation.

These awareness sessions are designed to help stakeholders better understand the role of digital transformation in St. Kitts and Nevis and how initiatives such as e-ID will support a more efficient, secure, and connected way of accessing services.

The meetings also provide an opportunity for organizations to engage directly with the DTU, ask questions, and gain insight into how digital identity and modern digital systems can improve service delivery, reduce repetitive processes, strengthen security, and create a more seamless experience for citizens and businesses.

The Government of St. Kitts and Nevis has taken a significant step toward strengthening its
e-commerce laws and digital trade framework with the successful hosting of a National E-
Commerce Legislative Gap Analysis Validation Workshop, held from March 23 to March 25,
2026, across St. Kitts and Nevis.

This initiative supports the Federation’s efforts to modernize legislation for online business,
electronic transactions, and digital services, making it easier, safer, and more efficient for
individuals and businesses to participate in the growing digital economy.

The workshop builds on the National Stakeholder Consultation conducted in November
2025 and represents a critical phase in developing a secure, inclusive, and globally
competitive digital economy.

“This workshop is not merely a review of legislation,” said Hon. Konris Maynard, Minister
responsible for Information, Communications and Technology. “It is a structured national
effort to strengthen the legal certainty of electronic transactions, enable secure and trusted
e-commerce, enhance data protection and privacy, support interoperability and digital
identity, and position St. Kitts and Nevis to compete effectively in regional and international
markets.”

The Minister further emphasized that in an increasingly complex global environment shaped
by rapid technological change and evolving economic conditions, St. Kitts and Nevis has a
unique opportunity to emerge as a leader in innovation and resilience through digital transformation. He noted that modern, forward-looking legislation is essential to unlocking
opportunities across key sectors, including tourism, agriculture, financial services, the
creative economy, and MSMEs.

The three-day engagement brought together a broad cross-section of stakeholders,
including government agencies, legal and regulatory institutions, private sector
representatives, MSMEs, and members of the ICT community, alongside regional and
international partners such as the Commonwealth Secretariat.

Mr. Nigel Carty, Advisor and Chief Digital Transformation Officer of the Digital
Transformation Unit, delivered welcome remarks, while Dr. Ruth Kattumuri of the
Commonwealth Secretariat highlighted the importance of modern legislative frameworks in
supporting entrepreneurs and enabling small businesses to thrive in a rapidly evolving
global digital economy.

A central presentation by Ms. Vashti Maharaj, Adviser on Digital Trade Policy, outlined the
objectives of the validation exercise, noting that it aims to strengthen the legal foundations
required to improve ease of doing business, attract investment, and enable local enterprises
to fully participate in the global digital economy.

“This exercise is about creating a future-ready legislative environment,” Maharaj stated, “one
that supports online business growth, fosters trust, and enables small businesses to access
wider markets beyond our shores.”

The Government of St. Kitts and Nevis today officially opened the National Stakeholder Consultation on the E-Commerce Legislative Gap Assessment, marking a major milestone in the Federation’s leadership on digital trade reform and its commitment to building a modern, secure, and globally competitive digital economy.

Hosted by the Ministry of International Trade, in collaboration with the Digital Transformation Unit (DTU) and supported by the Commonwealth Secretariat, the consultation brought together public- and private-sector stakeholders, civil society partners, legal experts, and regional technical agencies in a joint effort to evaluate and modernize the national legal framework governing e-commerce and digital trade.

Delivering the welcome remarks, Mr. Sean Lawrence, Acting Permanent Secretary in the Ministry of International Trade, emphasized that the consultation represents a “significant step in our collective effort to modernize the legislative framework that underpins digital trade in the Federation.”

He expressed appreciation to local stakeholders and international partners, particularly Ms. Vashti Maharaj of the Commonwealth Secretariat, noting that her presence reflects “the strength of our partnership and the shared commitment to ensuring that small states like ours are equipped to thrive in the digital economy.”

Mr. Lawrence stressed that the consultation is not merely an exercise in assessment, but a call to action, encouraging participants to engage openly as the nation works to harmonize its laws with international standards and build an inclusive digital environment that supports innovation, competitiveness, and economic resilience.

Delivering the keynote address, the Rt. Hon. Dr. Denzil L. Douglas, Minister of International Trade et al., reaffirmed the Government’s commitment to accelerating digital transformation and enhancing trade competitiveness.

He noted that the national gap assessment aligns two essential policy agendas—digital transformation and trade competitiveness—with e-commerce sitting at the intersection of both.

Dr. Douglas underscored that as e-commerce expands, the law must evolve accordingly. He highlighted seven priority areas of focus:

1.      Legal recognition of electronic transactions and signatures

2.     Consumer protection in online markets

3.     Data protection and privacy

4.     Cybersecurity and cybercrime

5.     Electronic payments, fintech and financial inclusion

6.     Intellectual property in the digital environment

7.     Cross-border digital trade and interoperability

He described the exercise as a “development imperative,” particularly for MSMEs, youth entrepreneurs, creatives, and service providers who rely on digital platforms to access new markets.

Dr. Douglas noted that the transformation ahead requires trust, legal certainty, and a regulatory environment aligned with global best practices. He called for candid contributions from all participants, urging them to identify outdated provisions, highlight gaps, and propose actionable solutions tailored to the needs and ambitions of a small but forward-looking state.

He concluded by formally declaring the consultation open, stating that “together, we can build a legal and regulatory environment for e-commerce that promotes innovation, protects our people, and positions St. Kitts and Nevis to compete with confidence on the global stage.”

In her remarks, Ms. Vashti Maharaj, Adviser for Digital Trade Policy at the Commonwealth Secretariat, congratulated St. Kitts and Nevis for becoming the first Caribbean country to pilot the Commonwealth Model Law on Digital Trade.

She commended the Ministry of International Trade and the DTU for their proactive leadership, noting that the Federation has shown exceptional readiness and political will to advance digital transformation.

Ms. Maharaj explained that the Commonwealth initiative aims to support member states in transitioning toward paperless trade, modernizing their legal frameworks, and enabling greater cross-border interoperability. She highlighted that aligning national laws with international standards significantly improves trade competitiveness and foreign investment appeal.

Calling the upcoming week “critical to shaping a modern and globally aligned digital trade ecosystem,” she emphasized the importance of stakeholder feedback as the team prepares draft legislation, policies, and capacity-building programs to support full implementation.

In closing the ceremony, Mr. Nigel Carty, Advisor and Chief Digital Transformation Officer, thanked all stakeholders and partners for their commitment to advancing the Federation’s digital transformation agenda.

He noted that the consultation represents “another meaningful step in St. Kitts and Nevis’ journey toward building a modern, secure, and enabling digital economy, one that supports businesses, creates employment, protects consumers, and positions our entrepreneurs to compete confidently in the global marketplace.”

3. At least 5 years in a management/ supervision and policy development position.

6. Exceptional knowledge and skills in network design and deployment

Basseterre, St. Kitts (May 13, 2025) — A significant step toward digital sovereignty and infrastructure resilience was taken on Tuesday 13th May as The Cable, City Wi-Fi, and the Government of St. Kitts and Nevis signed a Memorandum of Understanding (MoU) to formalize their partnership as the founding members of the National Internet Exchange Point (IX).

The signing ceremony marked the official commitment of the nation’s leading telecommunications providers and the Government to the long-term development and operation of the IX. Present at the signing ceremony were Ms. Patricia Walters, CEO of The Cable; Mr. Zacharias Newman, CEO of City Wi-Fi; and Mrs. Cheryleann Pemberton, Permanent Secretary in the Ministry of Information, Communication, Technology and Posts.

Mrs. Pemberton reaffirmed the Government’s commitment to building a strong digital economy, emphasizing that the IX is a critical national asset and a cornerstone of the Federation’s digital future. Mrs. Pemberton went to asked those present to, “remember that this is not just a signing ceremony; it is a commitment to work together towards a shared vision of a digitally empowered nation, contributing to our National growth and our Sustainable Island State Agenda.

The signing ceremony was also attended by Mr. Bevil Wooding, Director of Caribbean Affairs at the American Registry for Internet Numbers (ARIN) and co-founder of CaribNOG, who commended the parties for taking this decisive step. He highlighted that St. Kitts and Nevis now possesses one of the “more technically sound IXPs in the Caribbean” and emphasized that it is a legacy that should be protected and built upon. He also encouraged the ISPs to collaborate for the greater good of the nation. Mr. Wooding went on to express the value of an IX is measured by the strength of its community and the willingness of the leadership to collaborate.

Hon. Konris Maynard, Minister of ICT, praised the dedication and work of Mr. Brent McIntosh, Mr. Stephen Lee, the ISPs, and the Department of Technology’s leadership and technical team. He emphasized that this agreement and the act of peering reflect true leadership in action, paving the way for stronger national infrastructure.

“I look forward to seeing the first live peering sessions today without further delay,” Minister Maynard stated. He expressed “that he is looking forward to all partners being a part of this milestone.”

As a direct outcome of the MoU, the first test peering between The Cable and City Wi-Fi took place on Wednesday 14th May. This marks the beginning of localized internet traffic exchange—bringing faster service, improved data privacy, and reduced reliance on international routes. Customers of these ISPs can take pride in knowing their providers are prioritizing data sovereignty and ensuring their data remains within the borders of St. Kitts and Nevis.

Looking ahead, the first meeting of the IX Committee will be convened shortly to define the governance framework, a vital step toward registering the IX as a legal entity and further advancing the Federation’s digital development goals.
