About the ASPIRE Programme

ASPIRE—Achieving Success through Personal Investment, Resources, and Education—was established by the Government of Saint Kitts and Nevis in September 2024.

The ASPIRE Programme is built on three key pillars:

SAVINGS

Every participant receives a dedicated savings account, seeded with an initial deposit, to encourage early financial responsibility and long-term wealth accumulation.

INVESTMENTS

A portion of the savings is invested in shares of local, government-owned entities, fostering a sense of ownership and providing an opportunity for financial growth through dividends and reinvestment.

FINANCIAL EDUCATION

Delivered through schools and other institutions, this comprehensive curriculum covers essential topics like budgeting, saving, investing, and entrepreneurship, equipping youth with the skills to make informed financial decisions throughout their lives.

Eligibility Criteria

CITIZENSHIP
Students must be citizens of St Kitts and Nevis.

AGE
Must be age 5-18 or have been 18 or under on 13 December 2023.

RESIDENCY
Must reside in Saint Kitts or Nevis.

SCHOOL
Must be enrolled in school or registered for home schooling.

BENEFIT
Students will be enrolled in a $500 savings account with St Kitts-Nevis-Anguilla National Bank and $500 investment in publicly traded shares.

DURATION
Students must remain in the programme for a minimum of 5 years or until they turn 18, whichever is later.

Aim

The Land Registry Application aims to modernize land registration services in St. Kitts and Nevis by providing citizens, legal professionals, businesses, financial institutions, surveyors, and government agencies with a secure, efficient, and transparent digital platform for accessing land registration services and maintaining accurate records of land ownership and interests in property.

Purpose

The purpose of the Land Registry Application is to improve the delivery of land registration services by replacing manual processes with a modern digital solution. The system is designed to simplify the submission, processing, and management of land-related applications while enhancing the accuracy, security, and accessibility of land records.

By introducing online services, the application will improve customer service, reduce processing times, strengthen transparency, and support the Government’s commitment to digital transformation and efficient public service delivery.

Objectives

The Land Registry Application seeks to:

  • Provide a secure online platform for submitting and managing land registration applications.
  • Improve access to land registration services for citizens and stakeholders.
  • Reduce application processing times through digital workflows.
  • Maintain accurate, secure, and up-to-date land ownership records.

Current Status

The Land Registry Application is currently under development by the Government of St. Kitts and Nevis. The project is focused on delivering a modern, reliable, and user-friendly digital platform that will transform the way land registration services are accessed and managed.

During this development phase, the project team is designing, developing, and testing the system to ensure it meets the highest standards of security, efficiency, reliability, and usability. Once completed, the application will provide a convenient online service for submitting applications, tracking their progress, and accessing Land Registry services from anywhere.

The inauguration of the St. Kitts and Nevis Internet Exchange Point, SKNIX, marked a significant milestone achieved through unprecedented cooperation among the government, the Caribbean Network Operators Group (CaribNOG), the Eastern Caribbean Central Bank (ECCB), and local Internet service providers (ISPs) within the fiercely competitive local telecommunication sector. Facilitated by the national Department of Technology in the Ministry of ICT and Posts, the process received backing from both regional and international entities.

“With the establishment of a local IXP, there now exists physical infrastructure within the country where Internet service and content providers can converge to interconnect their networks and exchange local Internet traffic. This essentially means that data originating and destined for users within the country no longer needs to traverse through the US or Europe. Put simply, the shorter the distance Internet traffic travels, the faster and more cost-effective its delivery becomes. This leads to reduced expenses for ISPs and enhanced network reliability for Internet users,” expressed Wooding during his address at the ceremony.

The Government of Saint Christopher (Saint Kitts) and Nevis approved the national long-term e-government development roadmap in 2021, positioning the establishment of a digital identity authentication system as the priority task.

It hopes to use Taiwan’s ICT technology advantages and digital governance experience to support the establishment of a citizen identity authentication mechanism, as an important infrastructure for various future online services, to promote Saint Kitts and Nevis’s development into a digital nation with smart governance.

This project includes establishing a public key, identity identification and digital signature mechanism integrated into a secure and effective identity authentication mechanism; building a unified data management mechanism for the two islands; and assisting the country in acquiring digital ID card manufacturing and card issuing capabilities. The physical chip ID card follows ICAO electronic anti-counterfeiting and access control criteria, ISO 29115 (digital ID four levels of entity authentication assurance standard,) ISO 7816 (chip card standard,) ISO 14443 (contactless chip card standard) and ISO 21188 (public key infrastructure standard) and other standards.

The works include:

(1) Establishing a digital identity authentication management system;

(2) Establishing a digital identity authentication management mechanism;

(3) Enhancing capability building in information technology and security.

The goal / purpose is to create a basic repository of citizens biographic data that can then be used as the basic infrastructure to allow digital services to be developed to provide major benefits to both citizens and the government.
 
The new database application will allow for Civil Registry to digitize their records and store the metadata information that is recorded in their offices such as births, deaths, marriages, divorces etc. The existing Registry books that store the records will be scanned and archived for referencing purposes.
 
With the digitization of the civil registry records, digital services could be developed for citizens to access their own personal records through a front facing web portal to retrieve their own birth certificates, death certificates, marriage certificate online. The Civil Registry Digital Application will be a software application designed to facilitate the management and access of civil registration records and services online.
 
Overall, the Civil Registry Digital Application aims to streamline the civil registration process, improve efficiency, enhance accessibility, and provide a more convenient and user-friendly experience for citizens interacting with the civil registry system.
 
Some of the major key features and functionalities that the Civil Registry Digital Application will include:
 
Online Registration

Users will be able to fill out and submit civil registration forms online, such as birth registration, marriage registration, and death registration.

Document Upload

Users will be able to  upload supporting documents, such as identification cards, birth certificates, and marriage certificates, digitally to complete the registration process.

Archival Data

Admins will be able to digitize and archive stored records from the Civil Registry books.

Status Tracking

Users will be able to track the status of their registration applications online and receive notifications about the progress.

Search and Retrieval

The application will allow users to search for and retrieve civil registration records, such as birth certificates, marriage certificates, and death certificates, digitally.

Payment Gateway

Users will be able to  make online payments for registration services, such as obtaining certified copies of documents or requesting amendments to records.

Data Security

The application will ensure the security and privacy of personal data by implementing encryption, access controls, and other security measures to protect sensitive information.

Multi-language Support

The application will support multiple languages to cater to a diverse user base and ensure accessibility for all users.

Reporting

Civil registry systems typically store vital records such as birth certificates, death certificates, marriage certificates, and other related documents. The reporting module would allow users to extract meaningful insights from this data through customizable reports.

A web application to manage and track application submissions by citizens for support from the LIFT Program. The web portal would allow for registration of eligible members as well as a status check of submissions by citizens. This is the transition of the cash transfer program entitled the Poverty Alleviation Program (PAP) to L.I.F.T. SKN (Livelihood Improvement for Family Transformation).

Mission Statement

The L.I.F.T. St. Kitts and Nevis Programme will build resilience amongst families to advance their individual and collective goals.

Product List

  • Cash benefit of up to $600 per month to eligible families made payable via a digital wallet (restrictions apply)
  • Information sessions based on expressed and implied needs.
  • Skills development opportunities
  • Referral to program and services which address expressed and implied needs.

Target populations

Vulnerable families earning less than $2500 monthly.
(Adjustment made noting the change to the minimum wage)

Priority considerations
• Unemployed heads of families
• Single-parent households
• Persons with disabilities*
• Seniors 62+**

* Persons with verifiable disability who are not already receiving government funded assistance via Social Services or STEP.

* Parents with a minor child with a disability who meet basic eligibility criteria.

** LIFT benefits for Seniors will be combined with Social Security pensions and administered via the Social Security Board.

the Federation switched to a unified e-Border platform offering two new digital border services:

  • Electronic Travel Authorisation (eTA) – required for travellers holding non-SKN passports.
  • Enhanced, biometric Immigration & Customs ED Form – required for SKN citizens, residents, and OECS nationals, including dual nationals.

3. How to Apply

  1. Open Saint Kitts and Nevis e-Border mobile app (available May 26th, 2025) or visit knatravelform.kn.
  2. Scan the passport and selfie, upload the supporting documents, then pay the service charge, if applicable. Repeat these steps for every traveller in a group application.
  3. The app stores multiple traveller profiles for future trips.

4. Data-security requirements

  • Store passport scans and selfies only on encrypted, access-controlled government systems
  • Delete any temporary copies kept on unsecured devices once uploaded.
  • Mobile-app users: data remain encrypted in-app; no extra action needed. 5 Consultants & other invitees

5. Consultants and other Invitees

  • Request self-application: invitees apply, pay the service charge (see above), and claim reimbursement with travel expenses.
  • Apply on their behalf only for VIPs or urgent, last-minute travel, then delete biometric files if stored outside secure systems.
  • Advise early submission to avoid higher urgent-processing fees at the airport.

6. Non-digital fallback

Travellers without digital access may book an appointment at Immigration HQ, Stanford Building, Golden Rock      (Tel: +1 (869) 467-1502/1503/1504, Monday–Friday, 8:00 AM–4:00 PM) for on-site submission assistance.

7. Complete expeditiously

  1. Brief all assistants on these procedures.
  2. Establish secure folders for biometric files (if necessary).
  3. Update invitation letters to consultants with the reimbursement guidance.
  4. Update travel budgets to include the eTA service charge—US $8.50 per visitor from May 26th 2025, rising to US $17 from September 2nd , 2025.
